Naval Help • The first week of August, 1914?

From the book  "Power at Sea" by Lisle A. Rose, the author states that the German Navy missed a chance to sink the British troop transports and other trade in the English Channel before the British fleet could advance from Scapa Flow.
I know very little of WW1, so was this even plausible?
