The only weird thing I found from the story is their apparent definition of "active" service. For most people, an "active" ship would be one that has been commissioned but not yet decommissioned. However, not sure if it's the people at Military.com or from the USN, but apparently they're treating the 23 ships that are undergoing maintenance, repairs, or carrier refueling as "not active"...
