No specific nation in mind although particular characteristics will modify plans, like being nearly an island for UK, a population that seems to be able to understand simple concepts like Sweden's, etc.
Multiple sides to the question:
What objectives should the plan include and not include.
How could those objectives be met.
How will performance be measured and improved.
How will the plan be tested if epidemics don't happen very often.

My suggestions:
Define how an epidemic will justify implementing the plan. This needs to be as unarguable as possible so if it turns out the plan should not have been activated the fault lies in how the signals were measured, which automatically says how to do better next time.
Define who will advise those conditions exist and who will announce it. I suggest the ceremonial head of state as it is a national matter.
(Define how that sits in law. Believe it or not I know of some squads who got away with holding a block party when any sort of party was banned because they hadn't been told not to on Part One Orders. The PM saying so on national televised news isn't enough, it seems. I call this bullshit but evidently the plan must have anti bullshit measures.)
Identify what can restrict the outbreak and what cannot. A checklist that has defined, numerical and/or ranked thresholds for effect. Thus if a possible measure is not taken up on known facts it is only taken up later if facts change. Public education before the event that once you're doing all that is worth doing you don't do more.
