Most of them don't want to, so if they want to placate Trump while still not spending much more, here's how they can do it. Raise the salaries of all of their servicemembers by a lot - enough to get to 2% GDP. First, at least half of that money goes straight back to the national government in the form of income taxes. Then, most of what's left gets spent on goods and services at local businesses, which spreads the money into the local economy. Even if the merchandise itself is ultimately imported, the wages of the employees stay within the country.
As a side bonus, the higher salaries will help a lot with recruitment and retention.
It's all very transparent, but it fulfills Trump's demand, though not in the way he meant it. Does anyone think a NATO member will try it?
