One takeaway is that I guess it's good that they want the Tenant Bill of Rights used to make sure that the barracks going forward will meet minimum habitability standards.
But...
Good GOD! The US Army has been around for a couple of centuries now, and has been building & maintaining barracks for most of that time. How f***ing hard is it for the higher-ups to say, "Hey, maybe along with spending all of our money on the whiz-bang toys & other things that make enemies go 'Boom!', we should also be spending money to make sure that our soldiers aren't living in hellholes on our bases?" I mean, seriously. I'm sure there are plenty of civilian consultants & contractors who would love to make some Federal money consulting on how to improve the barracks situation -- & not just the ones looking to get fat off the government teat, but consultants who actually give a damn about the "rough men (& women)" who will be on the front-lines to defend those consultants should a war actually occur. Hell, that would be the perfect job for a mid-level officer or NCO after retiring, since they would be extremely familiar with the barracks situation.
