If the South Americans and Turkey wanted to participate, if only to keep each other in check, half a share each.

Each dreadnought(plus) is worth one point/battle ship of the line.

Each predreadnought, half a point/battle ship of the line.

Modernized predreadnought, three quarters of a point/battle ship of the line.

Or you could use eighteen hundred, twelve hundred, six hundred, (and three hundred) points, based on the calibre and number of guns, for example, the Royal Navy would have with fifteen capital ships, one hundred sixteen guns at fifteen inch calibre, equals seventeen hundred forty pointsI suppose you could add a Courageous class large light cruiser.

All other restrictions stay in place, thirty five kilotonne weight limitation per line of battle ship, and sixteen inch calibre on the armament.
