This might seem a naive kind of question, but for the sake of clarification, I'll ask what seems to be obvious anyway. During 1914-1917 I've always assumed that submarines would have surfaced allowing the crews of commercial sailing vessels and steamers to evacuate before sinking the vessel with torpedoes or gunfire. None of these sinkings would have been done submerged. Correct, or no?
