I have no idea if any of this is factual or just hypothetical. It does fit the facts of the current situation and to a degree the character of the two countries involved, though I can't imagine Putin trying to sell this to the Russians. But I also can't imagine China "helping" Russia in any significant way without "winning" the exchange.
