Tornados and Jaguars suffered losses when they employed this approach dhring the opening stages of the air campaign. Surely this was because of target type (airfields and JPA) and terrain rather than the aircraft and the tactics being ineffective.
The wars that followed this all had similar operational factors which favoured medium level attack. But had GulfWar 1 been fought in terrain similar to North West Europe against a more effective air defense Im guessing low level would have been much more effective.
